The licence is a permission to operate, issued by the Curaçao Gaming Authority (CGA) under the LOK, the ordinance that replaced the old master-licence system in December 2024. Operators now hold their licence directly from the CGA, and the CGA publishes a register of every licensee by company name and number. What the licence obliges the operator to do is meet the CGA's conditions on ownership disclosure, anti-money-laundering controls and ongoing supervision, and stay on the register. What it doesn't do is stand between you and the operator. The CGA supervises; it doesn't mediate a withdrawal dispute, arbitrate an argument over bonus terms or order a refund. Your recourse is the operator's own complaints procedure, and a complaint to the CGA adds to the operator's record rather than resolving your case.

Two things follow for a UK reader. The licence tells you who is accountable and that someone is watching them. It doesn't tell you how they'll treat you, which the terms and the operator's history do. And it says nothing about where you can play from. Restricted-territory lists are set operator by operator: the USA, the Netherlands and Curaçao itself appear on nearly all of them, the UK appears on some, and the only way to know is the restricted-countries clause in each operator's terms.

1993 to 2023

The National Ordinance on Offshore Games of Hazard created the licence in 1993. The government issued a small number of master licences, held by Cyberluck (trading as Curaçao eGaming), Antillephone, Gaming Curaçao and Curaçao Interactive Licensing, and those holders sub-licensed individual operators. Oversight of an operator ran through its master-licence holder, and the number a player saw in a footer was the holder's, in the form 1668/JAZ or 8048/JAZ. Responsibility for the sector passed to the Minister of Finance in 2019, and from 2020 the Gaming Control Board handled licensing on the minister's behalf.

November 2023 to December 2024

Under a new online gaming policy, the Board began issuing provisional licences directly to operators, numbered OGL/2023 and OGL/2024, while the replacement ordinance was drafted and debated. Operators moved from sub-licence to direct provisional licence during this window, and many of the entries on today's register date from it.

December 2024 Onward

Parliament passed the National Ordinance on Games of Chance on 17 December 2024, and it came into force on 24 December. The Board became the Curaçao Gaming Authority, master licences and sub-licences ended, and the CGA began issuing licences in its own name, numbered CGA/2025 onward, alongside a public register and an enforcement register. Transitional provisions keep the old ordinance relevant for operators still moving through assessment.

Why this matters when you read a footer: a JAZ number is a legacy sub-licence reference and doesn't appear on the CGA register on its own. An OGL number was issued during the transition; a CGA number under the LOK. Neither prefix tells you the licence's current state, which is what the register's status column is for. Every operator on the list is scored against the same six criteria, from what it publishes and from the regulator's register. We read the general terms, the bonus terms, the payments page and the restricted-territories clause, and we match the licensee named in those terms to its entry on the CGA register. The score follows from what those documents say and how they compare across operators.

Licence and Terms

The operating company and licence number have to be stated in the terms, and the company has to appear on the CGA register; a footer badge on its own scores nothing. Beyond that, we look at how the terms treat the player: whether a complaints procedure is published, whether safer-gambling limits can be set in the account rather than only through support, and whether the clauses that decide payouts are specific enough to hold the operator to.
